The former St. Albert mayor Nolan Crouse presented in the May 15 St. Albert Gazette interesting information for voters to consider when voting for officials in the upcoming municipal elections this October. His comments were most appropriate, and based on my experience as an elected St. Albert city councillor, United Conservative Party constituency president and federal Conservative board director, I would like to take this opportunity to add the following detail voters should also consider when deciding on the candidates they support.
I support the idea of engagement with the candidates to understand their priorities and plans for the community if they are elected and, while their campaign applications and brochures outline this information, it would be helpful for prospective candidates if the governing body could consider providing candidates with the criteria they need when deciding to run for public office.
The first question is: Why do individuals run for public office? Most likely self interest, and this is not necessarily a bad thing, as all of us participate in activities for the benefits we can realize, as long as we act with integrity.
When interacting with candidates, it is important questions be asked that relate to the responsibilities of the elected position, and the answers need to be credible, demonstrating the candidates have the appropriate skills, experience, understanding of the elected officials' roles, responsibilities and commitment.
Many may argue the responsibilities of an elected official are not the same as operating a business; however, many of the principles are similar. The following are many attributes I believe candidates should have to effectively manage the affairs of a constituency.
Does the candidate have an understanding of the business planning process that will address the community’s needs? This involves setting goals, objectives, action plans, responsibilities, budgets, scheduling, performance measures, and accountability. Having an understanding of the roles and responsibilities helps in establishing the community’s priorities and avoids spending needless time, effort and money inappropriately.
Does the candidate know how to prepare budgets, execute policies and understand financial management? This is critical to ensure taxpayers monies are managed wisely.
Does the candidate have experience in the project planning process? To do this effectively, the candidate needs to recognize the community priorities, which include infrastructure (roads, bridges, walkways, etc.), medical facilities, recreational facilities, zoning, schools, parks, commercial growth, crime, environment, transportation, etc. These are priorities elected officials should focus on.
In closing, a very personable, attractive candidate with a strong work ethic committed to the elected position and a team player that listens and communicates with citizens, council members, public groups, businesses and neighbouring jurisdictions is desirable if they have the aforementioned skill sets.
Candidates and voters need to subscribe to these principles so we elect capable individuals to run for office so we have effective governance; otherwise, we get representatives running the municipality who are unqualified.
