Carlier was the MLA for Whitecourt-Ste. Anne and Minister of Agriculture and Forestry. He grew up in Val Marie, Sask., and worked for 20 years as a geotechnical technician with Agriculture Canada, followed by 13 years with the Public Service Alliance of Canada. He has spent more than a decade in Alberta.
