Why is insurance not covering part of plane repair cost?

In the Nov. 14 edition of the St. Albert Gazette, there was an article about restoring the cost of a monument that used to be located in front of the St. Albert Legion. This monument is the shell of a 1950-era plane.

In the Nov. 14 edition of the St. Albert Gazette, there was an article about restoring the cost of a monument that used to be located in front of the St. Albert Legion.

This monument is the shell of a 1950-era plane. The article also states that the plane was supposedly removed from its pedestal at the location after the pedestal was struck by a motor vehicle, leaving the entire monument unsafe.

The article also states that the cost to repair this monument could cost upwards of $420,000.

The article also implies that the City of St. Albert (taxpayers) will be on the hook for this bill.

The newspaper article does not explain why all or any of this cost is not borne by the insurance company of the motor vehicle that damaged the monument. Even if the motor vehicle was not identified (a hit and run), does the City of St. Albert not have any type of insurance to cover potential monetary loss in these types of situations?
