Fire hydrants more important than photo radar

I live in Deer Ridge and have noticed over the past couple of days how our tax dollars have been spent.

When driving around I notice that most of the fire hydrants have not been shovelled out, yet the parking for the photo radar trucks is kept completely clear. Am I wrong in thinking that the area around fire hydrants being snow-free is more important than our photo radar trucks parking area? Does it take a fire and our fire department being unable to access a fire hydrant and possibly a fatality to open our eyes and see what's more important?
