Confused by Villeneuve decision

I am surprised that 20 houses along Nault Crescent that back onto Villeneuve Road have already been allowed to be built two metres closer to Villeneuve Road in anticipation that it will close and be turned into a park, and that the city has partially built a walk-way in the area that could only be used when Villeneuve Road is closed.

The billboard sign showing the North Ridge Phase 2 area structure plan clearly shows Villeneuve partially closed and turned into a park.

It seems that this may be a case of the cart before the horse (houses being built closer to the road assuming it will be closed before the area and road plans have been developed, submitted for public debate or officially approved). Hopefully this is not a case of the city telling residents one thing and doing another.

The city says the plans to close Villeneuve are on hold but all the signs clearly point to a different direction.
