City speed limits inconsistent

I recently received a $120 speeding ticket on Villeneuve Road westbound west of the Walmart going to Ray Gibbon Drive. Apparently the speed limit is a painfully slow 60km/h on what looks like a rural road.

I have no problem with a ticket where it is posted but how am I supposed to know the speed with no speed sign in a good part of this stretch of roadway. Why is the speed limit so slow for a rural roadway with farms on the north side and houses backing on the south side? Drivers intuitively go a speed adequate to road conditions with no posted signage.

The speed limits in St Albert are inconsistent, too low for the type of roadway, and in some cases plain asinine. A money grab of the highest order.
