NOTICE OF LAND DISPOSITION
16 RICHARDSON DRIVE | Plan 1624264, Block 3, Lot 2
In accordance with section 70 of the Municipal
Government Act, the City of St. Albert proposes
to dispose of city owned land located at 16
Richardson Drive legally know as Plan 1624264,
Block 3, Lot 2 for less than its market value to
Quadreal Property Group G.P. Inc. or a corporate or
partnership affiliate, a developer in the South Riel
Business Park.
The land was formerly a Public Utility Lot and
the site of the Henday Booster Station (as per
the map). Council will consider whether to pass
a resolution authorizing this land disposition at
the November 21, 2023, Regular Meeting of City
Council commencing at 1:00 p.m. in the Council
Chambers with public access on the 3rd Floor of St.
Albert Place, 5 St. Anne Street and via electronic
means

Engineering Counter located on 2nd floor of
St. Albert Place, 5 St. Anne Street.
INFORMATION FOR ELECTORS
1. Electors may submit a petition for a vote of
electors to determine whether the proposed
resolution should be passed.
2. Pursuant to section 1(1)(i) of the Municipal
Government Act, an “elector” is a person who is
eligible to vote in an election for a councillor
under the Local Authorities Election Act. Section
47(1) of Local Authorities Election Act defines an
eligible person as a person who:
• is at least 18 years old,
• is a Canadian citizen, and
• resides in Alberta and the person’s place of
residence is located in the local jurisdiction
on election day.
3. A valid petition requires authenticated signatures of
a number of electors constituting at least 10% of
the population of St. Albert.
4. Pursuant to relevant provisions of the Municipal
Government Act in order to be valid a petition of the
electors must be submitted to the Office of the
Chief Administrative Officer of St. Albert not later
than the close of business on January 8, 2024
5. If a petition of electors is not received by January 8,
2024 the City of St. Albert may proceed with the
land disposition.

Should a petition of the electors for land disposition
be received, despite the provisions of the Freedom of
Information and Protection of Privacy Act, the names
and addresses of signatories to that petition will be
handled in accordance with Section 226.2 of the
Municipal Government Act.
