Convicted rapist and high-risk offender Kevin John Taylor is behind bars after breaching his release conditions just one month after his release from prison.

The Edmonton Police Service issued a public warning about Taylor in early January, noting he had a “high risk to re-offend sexually and violently against females.”

He served 12 years at the Bowden Correctional Centre for the kidnapping, unlawful confinement and sexual assault of an 11-year-old Sturgeon County girl in 2000.

Upon release from prison, he was being monitored by the Edmonton Police Service’s Behavioural Assessment Unit and was bound by various conditions. Taylor allegedly violated three of his release conditions.

“This is evidence that (the monitoring process) is successful in preventing these high-risk offenders who get released from re-offending,” said Edmonton Police Service spokesperson Patrycia Thenu.

Taylor faces seven charges of breach of recognizance and remains in police custody. Thenu said no one was harmed in relation to the breaches.

Offenders who serve the entirety of their prison sentence can be bound by a peace bond for a maximum of two years following their release from prison. The peace bond can impose various conditions on the offender, such as specifying where he lives, what treatment he must complete and whether he will be monitored electronically by law enforcement.

Thenu declined to comment on the duration of Taylor’s peace bond as well as which conditions he breached.

A court date has not yet been set.
