Helmet bylaw discouraging

On a recent weekend I was bicycling in St. Albert and received a helmet infraction of $100. I am 21 years of age, and agree I deserve this penalty as it is the bylaw.

Surprisingly, it’s a price tag that’s twice as much as that of a helmet. It’s strange why the cities of St. Albert and Edmonton have differing bylaws on helmets. As I would bike two or three times a week, I now feel discouraged to bike in town.
